Consultant, Program Evaluation

Setup and implement new budgeting system. Included training of County staff and production of budget reports. Analyzed and forecast financial performance of County agencies. Forecast models created in MS Excel and Lawson Budgeting & Planning module. Utilized both Crystal Reports and SQL Reporting for automated financial reports.

Scott County Office of Public Affairs – Shakopee, MN – August 1998 to December 2008

Conducted studies of management practices and organizational operations within the county utilizing statistical, strategic planning, organizational development, and other evaluation methodologies. Tracked and reported demographic and performance indicators for the County. Designed, implemented, and analyzed surveys both internal and external to the County organization including its Citizen Survey. Drafted and presented organizational policies for approval by the Board of Commissioners and senior management. Chaired and served on several committees including: the 2002 Scott County Redistricting Committee (Chair), the Analysis Work Group of the Scott Countywide Meth Task Force (Chair), the Minnesota Counties Data Collaborative (Member) and the Association of Minnesota Counties' PMAP Purchasing Committee (Member).
